Steve David took himself out of contention with a penalty before the start and opened the door for Jimmy Shane to race to his second H1 Unlimited Oryx Cup UIM World Championship in Doha, Qatar, on Tuesday.

David, who steered the Oh Boy! Oberto/Miss Madison to his third preliminary heat win of the race earlier in the day, tried to steal lane one from Shane during the score-up period but did not have the five-boat-length overlap required to change lanes.

As a result, David was penalized one-lap and Shane cruised to an easy win in the Graham Trucking. It was Shane's second win in Doha in the past month and third victory overall.

"I couldn't ask for anything more," said Shane. "I will be a father for the first time in three and a half months time and to win here in Qatar two times in less than two months is a superb start to the year for me."

It was a disappointing end to the event for David, who was the fastest qualifier and won three preliminary heats. He had leap-frogged Shane with a similar maneuver to win Heat 4A but the ploy backfired in the final.

"We have a spotter on the tower to watch when we pick up speed and make a move," said David. "I was sure that we were OK and we appealed against the decision, but it was not to be. It was one of those things."

Even with the one-lap penalty David was able to lap both N. Mark Evans in the Fedco and Ryan Mallow in the Fox Plumbing to finish third in the final heat.

Jon Zimmerman placed second in the Miss Red Dot. Evans was eventually disqualified for straying off the course and Mallow was unable to finish.

Both Kip Brown and J. Michael Kelly had failed to start the final. Brown sensed issues with the turbine engine in his Spirit of Qatar and came back to the pits before the start of the race.

"I think we salted up the engine," Brown said. "I had the salt door closed, but I think we got some in through the inlet valve. The exhaust gas temperature started to climb and it was as much as I could do to get the boat back to the pits. It's very disappointing. You win some, you lose some."

David won Heat 4A in dominating fashion after his leap-frog maneuver secured the inside lane on Shane at the start. Brown took Heat 4B after Kelly jumped the gun.

During the awards ceremony H1 chairman Sam Cole announced that the series had signed a five-year deal to return to Doha to run the Oryx Cup through 2018. The 2014 race date will return to November.

Despite finishing third in the final, David maintains a 130-point lead in the National High Points over Shane after one race. The Oberto/Miss Madison scored 1,825 points in Doha while Shane is second with 1,695 and Zimmerman is third with 1,610.

The next race on the 2013 H1 Unlimited schedule will be the inaugural event in Sacramento, Calif., on May 31-June 2.
